Free Boiler Replacement for Pensioners: What’s Really Available
There is no general government scheme that gives pensioners a free boiler, and reaching pension age does not qualify you on its own. Some help does exist under strict rules. This guide explains it honestly.

What Help Actually Exists
ECO4 (England, Scotland and Wales)
The Energy Company Obligation is the scheme that can sometimes include a boiler. It runs through energy suppliers and councils until 31 December 2026, and there is no ECO5 after it.
Who might qualify:
- • Someone in the household gets Pension Credit (Guarantee or Savings Credit), Universal Credit, Income Support, income-based JSA, income-related ESA, Housing Benefit, or Child Benefit (subject to income caps)
- • Or your council accepts you through its ECO4 Flex route, for example with a gross household income under £31,000 or a referral for certain health conditions
- • Your home is rated EPC D, E, F or G if you own it, or E, F or G if you rent privately (with the owner’s permission). Social housing tenants should speak to their landlord.
What it may cover: some ECO4 packages can include a heating upgrade or a broken-boiler replacement where strict rules are met. A boiler is not guaranteed.
An efficient boiler can only be replaced if it has broken down and cannot be economically repaired, and suppliers can only fund a limited number of these. An older, inefficient boiler (such as a non-condensing one) may be eligible for a heating upgrade instead. Heating measures also come with insulation conditions.
Cost: ECO4 is not a grant. Work may be fully or partly funded, and you may be asked to contribute. If so, Ofgem advises shopping around.

Warm Homes: Local Grant (England)
Delivered by councils. It pays for wall, loft and underfloor insulation, air source heat pumps, smart controls and solar panels – not gas boilers.
For privately owned homes rated EPC D–G. Household income must usually be £36,000 a year or less, but you may still qualify if someone in the household gets certain benefits (Pension Credit is one) or you live in certain postcode areas. If you are eligible and your council has funding, owner-occupiers pay nothing. Check on GOV.UK.
Boiler Upgrade Scheme (England and Wales)
A grant towards a low-carbon heating system, not a gas boiler. There is no age or income test, but you must own the property.
£7,500 towards an air or ground source heat pump (£9,000 until 31 March 2027 for eligible off-gas-grid homes heated by oil or LPG), £2,500 towards an air-to-air heat pump or £5,000 towards a biomass boiler. Your MCS certified installer applies, and hybrid systems are not eligible. The Energy Saving Trust says a heat pump produces about three units of heat for every unit of electricity, but on standard electricity tariffs it can cost slightly more to run than a new gas boiler. Scotland, Wales and Northern Ireland
- • Wales – Warm Homes Nest scheme: free improvements that could include a boiler repair or replacement, heat pump, insulation or solar panels. You must own or privately rent your home, get a means-tested benefit (such as Pension Credit) or have a low income, and have an EPC of E or lower (or D if someone has an eligible health condition). - • Scotland – Warmer Homes Scotland: can help some homeowners and private tenants in homes with a poor energy rating, including households with someone aged 75 or over whose heating is not working, or who get a qualifying benefit. Home Energy Scotland, 0808 808 2282.
- • Northern Ireland – Affordable Warmth Scheme: for lower-income owner-occupiers and private tenants, due to be replaced by the Warm Healthy Homes Fund from April 2027. Check current limits with NI Energy Advice on 0800 111 4455.
Warm Home Discount (not a boiler grant)
A one-off £150 off your electricity bill. The scheme reopens in October 2026 and is not available in Northern Ireland.
In England and Wales for 2026/27, you may be eligible if on 23 August 2026 your supplier was part of the scheme, you or your partner got Pension Credit, Universal Credit, Housing Benefit or income-related ESA, and your name (or your partner’s) was on the electricity bill. It is usually applied automatically. In Scotland, Pension Credit recipients in the core group get it automatically; others may need to apply to their supplier.
What to Beware Of
- “Free government boilers for pensioners”. Calls, texts or doorstep visits promising this describe a scheme that does not exist. Do not agree to anything there and then – contact your energy supplier or council yourself.
- Fees to “secure” a grant. Be wary of anyone asking for money or bank details just to check eligibility or unlock funding. No installer can decide who gets funding.
- “Gas boilers are being banned”. There is currently no ban on replacing a gas boiler in an existing home. New homes in England built to the Future Homes Standard (from 24 March 2027) will need low-carbon heating.
- ECO4 offers after 31 December 2026. The scheme ends then, and there is no ECO5.
- Unregistered engineers. Anyone working on a gas boiler should be on the Gas Safe Register. For a heat pump, check the installer on MCS.
If You Pay for a Boiler Yourself
A like-for-like combi boiler replacement usually costs £2,500–£4,000 supplied and fitted. Swapping a system or conventional boiler for a combi costs around £4,000 on average. The 0% VAT rate for energy-saving materials does not apply to gas boilers.

Can pensioners get a free boiler replacement in the UK?
There is no general scheme that gives pensioners a free boiler, and age alone does not qualify you. Some households on qualifying benefits such as Pension Credit may get heating help through ECO4 until 31 December 2026, but only under strict rules, and a boiler is not guaranteed. In Wales, the Warm Homes Nest scheme can include a boiler repair or replacement for eligible households.
Does getting Pension Credit mean I qualify for ECO4?
Pension Credit is one of the qualifying benefits, but your home must also meet the EPC rules (D to G if you own it, E to G if you rent privately) and the rules for each measure. ECO4 is not a grant, so work may be fully or partly funded and you may be asked to contribute.
My boiler still works. Can I get it replaced for free?

Someone has offered me a free boiler. What should I do?
Do not agree to anything on the doorstep or over the phone. Contact your energy supplier or council yourself to ask whether they can help through ECO4, be wary of paying a fee just to check eligibility, and check any gas engineer on the Gas Safe Register.
